Admission Rules and Cost of Education for Foreign Citizens

1.Features of admission to study at NURE of foreigners and stateless persons (according to section XIV of the Rules for admission to the Kharkov National University of Radio Electronics in 2024)

1.1. Admission to study at NURE of foreigners and stateless persons is carried out in accordance with the Laws of Ukraine “On Higher Education,” “On the legal status of foreigners and stateless persons”, “On foreign Ukrainians”, “On refugees and persons in need of additional or temporary protection”, “On the establishment of additional legal and social guarantees for citizens of the Republic of Poland, who are on the territory of Ukraine”, Resolution of the Cabinet of Ministers of Ukraine dated September 12, 2018 No. 729 “Issues of obtaining higher education by certain categories of persons”, Order of the Ministry of Education and Science of Ukraine dated November 01, 2013 No. 1541 “Some issues of organization of recruitment and training (internship) of foreigners and stateless persons”, Order of the Ministry of Education and Science of Ukraine dated December 02, 2019 No. 1498 “On Approval of the Procedure for Establishing Quotas for Higher Education by Foreigners and Stateless Persons within the Scope of the State Order in Accordance with International Treaties of Ukraine”.

Citizens of the Russian Federation and the Republic of Belarus who do not have a permanent residence permit in Ukraine are accepted for study under the individual permission of the Ministry of Education and Science of Ukraine.

1.2. Foreigners and stateless persons can obtain higher education at the expense of individuals and/or legal entities, unless otherwise provided for by international treaties of Ukraine, legislation or agreements between higher education institutions on international academic mobility.

Admission of foreigners and stateless persons, in particular foreign Ukrainians permanently residing in Ukraine, citizens of the Republic of Poland, persons recognized as refugees and persons in need of additional protection, to places of state order is carried out in accordance with paragraph 6 of Section III of the Rules for admission to NURE in 2024.

Admission of other categories of foreigners to KNURE to study at the places of state order is carried out within the quotas for foreigners.

1.3. Admission to study foreigners for higher education is carried out on accredited educational programs. NURE can also accept foreigners for training under the programs of the Center for the Organization of Training of Foreign Citizens and Stateless Persons.

1.4. Admission of foreigners to study can be conducted in person and/or remotely.

Foreigners who received an Invitation to study registered in the Automated System “Electronic Journal” authorized by the Ministry of Education and Science of Ukraine of the state enterprise, received a set of information and consulting support services, and also carried out the procedure for legalizing documents on education in the country of their issuance can participate in the distance reception; carried out legalization in the Ministry of Foreign Affairs (MFA) of the country that issued the document on education; carried out legalization in the consular department of the diplomatic institution of Ukraine abroad (consular legalization or apostille).

The validity of the Invitation to study is not more than one year from the date of its registration.

In the case of remote admission, the foreigner sends by means of postal communication to the educational institution legalized and notarized copies of documents on previous education. At the first crossing of the state border of Ukraine and upon arrival at the educational institution, the foreigner transfers the original documents personally.

1.5. Enrollment of applicants from among foreigners for training at the expense of individuals and/or legal entities can be carried out by NURE:

1) twice a year: until November 30 and until April 30 for obtaining bachelor’s and master’s degrees;

2) during the year for postgraduate studies and at the Center for Organization of Training foreign citizens and stateless persons.

NURE calculates the points / assessments of the candidate for study on the basis of the document on the previous education level and sets the minimum amount of points / grades from the general subjects from which the entrance examination is conducted, which is necessary for entry.

Admission of foreigners to study at the appropriate level of higher education is based on the results of entrance examinations on specified subjects and the language of instruction and on the basis of the academic rights of continuing education, provided by the document on the acquired level of education in the country of origin, and taking into account the points of success giving the right for continuing education at the next level of higher education in accordance with the legislation of the country that issued the document on the acquired degree (level) of education.

All categories of foreigners enrolled for studies are admitted to the NURE on the basis of admission orders that are formed in the Uniform basis.

1.6. The requirements of NURE regarding the correspondence of foreigners arriving to Ukraine for the purpose of study, the conditions for admission to the relevant higher education levels, as well as the terms for accepting applications and documents, holding tests, creative competitions and admission are specified in these Rules and are made public at the official web site of higher education institution.

1.7. Foreigners who receive state scholarships under international agreements, national programs, and other international obligations of Ukraine are admitted to study within the established quotas for foreigners on the basis of the directions of the Ministry of Education and Science of Ukraine.

1.8. Foreigners who come to Ukraine to participate in academic mobility programs or to obtain higher education in accordance with educational programs agreed between Ukrainian and foreign higher educational institutions are accepted for study, taking into account the relevant contractual obligations of the relevant higher education institutions.

1.9. Foreign Ukrainians who are on a legal basis in Ukraine and whose status is certified as a foreign Ukrainian by the Certificate, when applying to NURE, have the same rights to education as the citizens of Ukraine, with the exceptions established by the Constitution of Ukraine, the law of Ukraine or international treaties, the consent of which is binding on the Verkhovna Rada of Ukraine.

Foreign Ukrainians, whose status is certified by the Certificate of a foreign Ukrainian, can be admitted for studying on state orders within the established quotas for foreigners for interviewing the subjects provided for by these Rules.

1.10. Admission of foreign citizens and stateless persons is carried out on the provision of the following documents: for admission, a foreigner personally submits to the selection committee an application in paper and/or electronic form.

To the application the foreigner adds:

1) the document (the original and its copy) about the previously acquired educational (educational-qualifying) level, on the basis of which the admission takes place;

2) the supplement (the original and its copy) to the document on the previously acquired educational (educational-qualifying) level, on the basis of which the admission is made (if any);

3) Academic certificate issued by a foreign / Ukrainian educational institution (in the case of transfer or renewal of studies, from the second year, the academic background is attached);

4) the original and a copy of the document containing information on the content of the curriculum by the previous level (level) of higher education, the credits received, the duration of studies and the success of the academic disciplines at the entrance to the master’s degree or postgraduate education;

5) a copy of the passport document of the foreigner or a document certifying the identity of the stateless person;

6) a health insurance policy, unless otherwise provided by international treaties of Ukraine;

7) 4 photos of size 30 x 40 mm;

8) a copy of the certificate of a foreign Ukrainian;

9) upon admission to the postgraduate study, an additional research proposal from the chosen scientific specialty or a list of published scientific publications and inventions in the Ukrainian or English language, certified in accordance with the established procedure at the place of work / training of the candidate, shall be submitted. The thematic plan of dissertation work (in Ukrainian or English) is submitted for admission to doctoral studies.

The documents specified in subparagraphs 1-5 of this paragraph must be translated into Ukrainian with a notarized translation of the certificate.

The documents specified in subparagraphs 1 – 4 of this paragraph must be certified in the country of issue in a manner officially used in that country for such certification and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international treaties of Ukraine. The application and documents specified in this paragraphs are kept in the personal files of foreign students.

1.11. Foreigners enrolled for academic mobility programs submit documents approved by the rules of admission to NURE and / or stipulated by the requirements of international programs and / or contracts, in which academic mobility is implemented.

1.12. Foreigners who enter the study program of academic mobility, submit documents approved by the rules of admission to KNURE and/or provided for by the requirements of international programs and/or agreements, which implement academic mobility.

1.13. Foreigners, for whom the acceptance (selection) commission established the need for language (pre-university) training for basic training, undergo such training at the Center for the Organization of Training of Foreign Citizens and Stateless Persons of KNURE.

1.14. Enrollment of foreigners according to the training programs of the Center for the Organization of Training of Foreign Citizens and Stateless Persons of NURE is carried out provided they have documents on complete secondary education, which was obtained outside Ukraine and must be certified in the country of their issuance in a manner which is officially used in this country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise provided for by international treaties of Ukraine.

1.15. The condition for enrolling a foreigner to study for a certain level of higher education is the successful passing of entrance exams (interviews) in the language of instruction and mathematics, as the basic discipline of a technical university and on the basis of academic rights to continue education provided by a document on the level of education achieved in its country of origin, and taking into account performance points giving the right to continue education at the next level of higher education in accordance with the legislation of the country that issued the document on the level of education achieved.

1.16. Documents on the education of foreigners enrolled in training, issued by educational institutions of other states, undergo the recognition procedure in accordance with applicable law. In the absence of confirmation of the authenticity of the document on education or the level of education received by him, the foreigner is expelled from the university within the time limits determined by law.

1.17. Among the students are foreigners and stateless persons who: have the necessary list of documents, have been interviewed by the relevant commission;, have signed a contract with the university for training and have paid tuition fees.
