Collegial governing body of the Kharkiv National University of Radio Electronics

The Academic Council is the collegial governing body of the Kharkov National University of Radio Electronics, which is formed for a term of five years, the composition of which is approved by the order of the University within five working days from the day of termination of the powers of the previous composition of the Academic Council.

 

The Academic Council staff was approved by the order of KNURE dated January 23, 2020 No. 41.

1990 – graduated from the Kharkov higher military command engineering school of missile forces named after Marshal M. I. Krylov, specialty – systems of control and communications, qualification – radio engineer.
1997 – candidate of technical Sciences, Kharkov Military University.
1997-1999 – senior lecturer of the Department of control systems and communications of the Kharkov Military University.
1999-1999 he was Professor of the Control Systems and Communication Faculty of the Kharkov Military University.
1999-2004 – Deputy Head of the Department of Computer Systems and Networks of the Kharkov Military University.
2004-2014 – head of the Department of Mathematics and Software of ACS of the Kharkiv University of Air Forces named after I. Kozhedub.
2008 – doctor of technical Sciences, Kharkiv University of Air Forces named after I. Kozhedub MOU, thesis title: “Scientific and methodical bases of creation of information technology focused search objects and image processing”.
2009 – graduated from the National Technical University “Kharkiv Polytechnic Institute” majoring in administrative management, qualification – master in business administration.

Research activities

Areas of research: cyber security, methods and means of digital image processing.
Prepared four doctor and twelve candidates of technical Sciences.
Head of the research works on development of the specialized information educational environment of distance learning; special software for financial-economic calculations; automated system of scientific and organizational activities in the University.

Honored worker of education of Ukraine. Laureate Borys Paton National Prize of Ukraine. For special achievements awarded by the Minister of Defense of Ukraine with the Medal “For irreproachable service of the 1st degree”; the distinction of the Minister of Defense of Ukraine “the Badge of Honor”; the distinction of the Minister of Defense of Ukraine “The Valor and Honor”; honorary diploma of the Ministry of Education and Science of Ukraine etc.

The author of more than 300 scientific and educational works, including 5 textbooks under the stamp of the Ministry of Education and Science of Ukraine and the stamp of the Ministry of Defense of Ukraine.

2001 – graduated from the Institute of Personnel Training for the Prosecutor’s Office of the Yaroslav Mudryi National Law Academy of Ukraine with honors. Specialty – jurisprudence, qualification – lawyer.
2002 – graduated from the magistracy of the  on state and legal specialization with honors.
2002-2005 – I studied at the graduate school of the Yaroslav Mudryi National Law Academy of Ukraine named after Yaroslav the Wise.
2005 – defended his thesis for the degree of candidate of legal sciences.
2005-2017 – Assistant of the Department of the History of State and Law of Ukraine and Foreign Countries of the Yaroslav Mudryi National Law Academy of Ukraine.
2009 – awarded the academic title of Associate Professor.
2016 – according to the results of the public defense of the thesis, the degree of doctor of legal sciences was conferred.
Since March 2017 – Vice-Rector for Innovative Corporate Work and Administration of Kharkov National University of Radio Electronics.
2018 – awarded the academic title of  Professor.

Awarded the honorary title “Doctor Honoris Causa”. Honorary Professor of the “International University” MITSO “. Professor Emeritus of the European Institute for Continuing Education.

Since 2018 – Honorary President of the Institute of Education and Professional Development (Budapest). He worked as an expert of the State Atomic Commission of Ukraine, an expert of the National Research Foundation of Ukraine.

Since 2019 – President of the Science Park “Synergy”, founded by the Kharkiv National University of Radio Electronics.

On October 25, 2020, he was elected a deputy of the Kharkiv Regional Council of the VIII convocation. Member Commission on Information Policy, Public Relations and Digital Transformation.


Research activities

The transformation and evolution of the state apparatus, the genesis of state and legal institutions.
Member of the editorial board of specialized professional publications on legal, economic and political sciences and public administration, including foreign ones: “Economics and Law of Kazakhstan”, “World of Law”, a multidisciplinary scientific journal “International Scientific and Practical Conference WORLD SCIENCE”.

For many years of conscientious work he was awarded departmental awards and gratitudes of the Ministry of Internal Affairs of Ukraine, local self-government bodies, public organizations and the church.

2019 – The honorary title “Honored Worker of Education of Ukraine” was awarded.

Education and Career

After graduating of Kharkiv Institute of Radio Electronics (KhIRE) in 1985worked as an engineer of the computing center, and later as the trainee-researcher of the Department of Technology of Production of Radio Equipment in KhIRE.

In 1991he completed the postgraduate studies and defended his thesis in the field of fiber-optic transmission systems.

In 2003 he defended his doctoral thesis on “Development of the Theory and Practice of Design of Electrodynamic Devices with Distributed and Quasiexperimental Nonlinear Elements”.

From September 2004 he is the academician of the Academy of Sciences of Applied Radio Electronics.

From 2003 to 2009 – Professor, Department of Technology and Automation of Radio Electronic Means.

According to the decision of the State attestation Commission in 2009, he was awarded the academic title of Professor.

From 2009 M. A. Omarov was the Dean of preparatory faculty for training of foreign citizens, head of the Department of Natural Sciences, and since 2012 worked as the Dean of the Training Faculty for Foreign Citizens, Kharkiv National University of Radio Electronics.

Since August 2015 workes as a Pro-Rector for International Cooperation

Since 2011, M. A. Omarov is a member of the Advisory Council on the preparing of foreign citizens and citizens of Ukraine for entry into higher education institutions with the State Accreditation Commission of Ukraine, since January 2013 – member of the Specialized Council for doctoral theses (speciality 05.12.02 – telecommunication systems).

Research activities

Made a significant contribution to the development of information-measuring electronic systems and networks which are widely used in various sectors of the economy.

Actively participates in research and teaching activities, conducting extensive public work in Kharkiv and Kharkiv region.


Social activities 

From 1990 to 1998 was a member of the Board of Kharkiv Regional Society of Azerbaijani culture “Khatai”.

Since 2000 – member of the Board of Kharkov regional society of Azerbaijani-Ukrainian friendship “Dostlug”, and in 2001 he was elected the Chairman of this society. Under his leadership, the society “Dostlug” successfully implemented a number of social, cultural, educational and charitable projects.

From 2002 to 2006 was the Deputy of  the  IVth convocation of the Kiev district Council of Kharkiv, the Chairman of the permanent parliamentary Commission on economic development and entrepreneurship.

In 2016 was the delegate of the IV Congress of Azerbaijanis of the World, was elected the member of Coordination Council of Azerbaijanis of the World.


State Awards

For personal contribution to the socio-economic development of Ukraine by the decision of the Council of experts of international image program “Leaders of XXI century” awarded the diploma and medal “businessman of Ukraine”.

In 2006 became a laureate of the Executive Committee of the Kharkiv City Council in the category “Strengthening if international peace and harmony”.

In 2006 and in 2008 was awarded the Honorary diploma of the State Committee of Ukraine for Nationalities and Religions for strengthening of interethnic peace and accord in Ukraine.

In 2009 for the long-term conscientious work, personal contribution to training of highly qualified specialists, fruitful scientific and pedagogical activity was awarded the Honorary diploma of the Ministry of Education and Science of Ukraine.

In 2011 he was awarded the Honorary diploma of Kharkiv Regional State Administration and Kharkiv Regional Council for significant contribution to training of highly qualified specialists, fruitful scientific and pedagogical activity and a high level of professional skills.

In 2011 by the order of the President of Azerbaijan he was awarded the state insignia of the Azerbaijan Republic – the medal “Tereggi” for the merits in the field of friendship among peoples and for the developing of Azerbaijani Diaspora.

In 2012 “For the outstanding achievements in science and technology” by the decision of the Presidium of the Academy of Sciences of Applied Radio Electronics was awarded with the medal “20 years of the AS ARE”.

In 2013 he was awarded with the diploma of the Supreme Council of Ukraine “For the significant personal contribution to the development of science and technology, training of highly qualified specialists, long-term conscientious work and high professionalism”.

Awards and Prizes – In 2016 he was awarded the title of Honored Science Worker of the Republic of Azerbaijan.

In 2018 received the Gratitude  from the Kharkiv City Mayor for his fruitful community work, active livelihood, support for the Azerbaijani Diaspora in Kharkiv, a significant contribution to the development and strengthening of interethnic friendly relations.

In 2018 received the Honorary Diploma from the Head of the Kharkiv Regional State Administration for his significant personal contribution to the implementation of social and educational projects aimed to the  development of cultural ties between Ukraine and Azerbaijan and active public position.

Author of over 100 scientific works, coauthor of 4 monographs and 2 textbooks with a vulture of MES of Ukraine, has 12 copyright certificates and patents of Ukraine for inventions

1983 – graduated from Kharkiv Polytechnic Institute, Power engineering faculty, specialty turbine-building.
1983 – 1987 – Leningrad Metal Works (LMW) – master, senior master, district chief. Accepted a direct participation in the production of the first turbine in the country with a capacity of 1000 MW.
1987 – 2001  – Kharkiv design bureau of TsKB “Energoprogress” – chief specialist, chief designer of the project. Managed projects of reconstruction and reequipment of power units in country and abroad, in particular: Vuglegirskaya TPP, Zmiivska TPP, Kyiv TPP-5, Darnytsia CHP, Kryvy Rih CHPP, Pridneprovskaya GRES, Kremenchug CHPP, CHP Kostolatz, CHP of Kosovo, CHPP of the Plevy and many others.
2001 – 2018  – Kharkiv National University of Radio Electronics, Chief Engineer.
2018 – Kharkiv National University of Radio Electronics – vice-rector on administrative-economic work.
