Specifics of admission to NURE for foreigners and stateless persons

Admission requirements for foreign citizens and stateless persons at NURE

1.1. Specifics of Admissions to Kharkiv National University of Radio Electronics for Foreigners and Stateless Persons (in accordance with Section VII of the Rules for Admission to Kharkiv National University of Radio Electronics in 2026)

1.2. Admission of foreign citizens and stateless persons to higher education institutions is carried out in accordance with the Laws of Ukraine “On Higher Education,” “On the Legal Status of Foreign Citizens and Stateless Persons,” “On Ukrainians Abroad,” “On Refugees and Persons in Need of Supplementary or Temporary Protection,” “On the Establishment of Additional Legal and Social Guarantees for Citizens of the Republic of Poland Residing in Ukraine”; Resolution of the Cabinet of Ministers of Ukraine No. 729 of September 12, 2018, “Issues of Higher Education for Certain Categories of Persons”; The Procedure for Organizing Admission to Institutions of Vocational (Vocational-Technical), Pre-Higher, and Higher Education in Ukraine and the Training (Internship) of Foreigners and Stateless Persons Using the Unified Interagency Information System of Ukraine for Foreigners and Stateless Persons Who Wish to Study at Institutions of Vocational (Vocational-Technical), pre-higher, and higher education institutions of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine No. 758 dated June 28, 2024; Order of the Ministry of Education and Science of Ukraine No. 1541 of November 1, 2013, “Certain Issues Regarding the Organization of Enrollment and Training (Internships) for Foreigners and Stateless Persons,” registered with the Ministry of Justice of Ukraine on November 25, 2013, under No. 2004/24536; Order of the Ministry of Education and Science of Ukraine No. 1498 dated December 2, 2019, “On Approval of the Procedure for Establishing Quotas for Higher Education for Foreigners and Stateless Persons Within the Limits of the State Order in Accordance with Ukraine’s International Treaties,” registered with the Ministry of Justice of Ukraine on February 10, 2020, under No. 153/34436.

Citizens of the Russian Federation, the Islamic Republic of Iran, the Republic of Belarus, and the Democratic People’s Republic of Korea who do not have a permanent residence permit in Ukraine are admitted to study upon individual permission from the Ministry of Education and Science of Ukraine.

1.3. Foreign citizens and stateless persons may pursue higher education at the expense of individuals and/or legal entities, unless otherwise provided by Ukraine’s international treaties, legislation, or agreements between higher education institutions regarding international academic mobility.

Admission of foreigners and stateless persons, including Ukrainians living abroad who permanently reside in Ukraine, citizens of the Republic of Poland, persons recognized as refugees, and persons in need of subsidiary protection, to state-funded places is conducted in accordance with paragraph 2 of Section VII of the Rules for Admission to NURE in 2026.

Admission of other categories of foreign citizens to NURE for study in state-funded places is carried out within the quotas for foreign citizens.

Admission of foreign citizens for higher education is conducted for accredited educational programs. NURE may also admit foreign citizens to study under programs of the Center for the Organization of Education for Foreign Citizens and Stateless Persons for the study of the state language and/or the language of instruction, as well as for postgraduate education, professional development, and internships.

1.4. Admission of foreign citizens may be conducted in-person and/or remotely. Enrollment of foreign citizens is carried out using the Unified Interagency Information System of Ukraine for Foreign Citizens and Stateless Persons.

The validity period of an electronic invitation to study issued through the Unified System is no more than six months from the date it is affixed with the electronic qualified seal of NURE.

An invitation to study issued through the “Electronic Journal” Automated System of a state enterprise authorized by the Ministry of Education and Science of Ukraine remains valid for one year from the date of registration.

Foreign citizens may participate in the remote admission process if they have received an electronic invitation to study, received a package of information and consulting support services (in the case of an invitation to study issued via the “Electronic Journal” Automated System of a state-owned enterprise authorized by the Ministry of Education and Science of Ukraine), and have completed the legalization of their educational documents in the country of issuance: legalized the documents at the Ministry of Foreign Affairs of the country that issued the educational document; legalized the documents at the consular section of a Ukrainian diplomatic mission abroad (consular legalization or apostille).

In the case of remote admission, the foreign national sends legalized and notarized copies of documents regarding prior education to NURE via postal mail. Upon first crossing the state border of Ukraine and upon arrival at NURE, the foreign national submits the original documents in person.

1.5. Admission of foreign applicants for study funded by individuals and/or legal entities may be conducted by NURE:

1) twice a year: by April 30 and by November 1 for Bachelor’s, Master’s, and Doctor of Philosophy degrees

2) throughout the year for language training at the Center for the Organization of Education for Foreign Citizens and Stateless Persons

NURE calculates the applicant’s scores/grades based on the document certifying the previously attained level of education and establishes the minimum required score/grade threshold for admission in general education subjects covered by the entrance exam for foreign citizens.

The admission of foreign citizens to the appropriate level of higher education is based on their prior educational qualifications and on the academic rights to continue their studies, as evidenced by the document certifying the level of education obtained in their country of origin, and taking into account the academic performance scores that entitle the student to continue their studies at the next level of higher education in accordance with the legislation of the country that issued the document certifying the degree (level) of education.

All categories of foreign citizens applying for admission take entrance exams and are admitted to NURE based on admission orders. Proof of enrollment may be a certificate generated in the Unified State Electronic Database of Education (USEDE).

1.6. NURE’s requirements regarding the eligibility of foreign applicants who have arrived in Ukraine for the purpose of studying, the Admission Rules, as well as the deadlines for submitting applications and documents, the conduct of the entrance exam for foreign applicants, and enrollment are published on the official NURE website.

1.7. Foreign citizens who are awarded state scholarships under international agreements, national programs, or other international obligations of Ukraine are admitted to study within the established quotas for foreign citizens based on referrals from the Ministry of Education and Science of Ukraine.

1.8. Foreign citizens arriving in Ukraine to participate in academic mobility programs or to pursue higher education under educational programs agreed upon between Ukrainian and foreign higher education institutions are admitted to study in accordance with the contractual obligations of the respective higher education institutions.

1.9 Foreign citizens and stateless persons, including Ukrainians living abroad who permanently reside in Ukraine, persons recognized as refugees, and persons in need of subsidiary protection, have the right to higher education on an equal footing with citizens of Ukraine, including at the expense of the state or local budget, subject to the exceptions established by the Constitution of Ukraine, the laws of Ukraine, or international treaties whose binding nature has been approved by the Verkhovna Rada of Ukraine.

Ukrainians living abroad whose status is certified by a certificate of a Ukrainian living abroad (except for persons permanently residing in Ukraine) may be admitted to study under the state quota within the established quotas for foreigners based on an entrance exam for foreigners in the subjects specified in the Admission Rules.

1.10. Admission of foreign citizens and stateless persons is subject to the submission of the following documents: to apply for admission, a foreigner submits an application to the admissions committee in paper and/or electronic form.

The foreigner should attach the following to the application:

1) a document (original and a copy) certifying the previously obtained educational (educational and qualification) level on the basis of which admission is sought;

2) an appendix (original and a copy) to the document certifying the previously obtained educational (educational and qualification) level on the basis of which admission is sought (if available);

3) an academic transcript issued by a foreign/Ukrainian educational institution (in the case of transfer or reinstatement to studies starting from the second year, an academic transcript must be attached);

4) the original and a copy of the document containing information on the curriculum of the previous level of higher education, credits earned, duration of study, and academic performance in academic disciplines upon admission to a master’s degree or postgraduate program;

5) a copy of the foreigner’s passport or a document certifying statelessness;

6) a health insurance policy, unless otherwise provided by Ukraine’s international treaties;

7) 4 photographs measuring 30 x 40 mm;

8) a copy of the certificate of a Ukrainian living abroad;

9) upon admission to a doctoral program, a research proposal in the chosen scientific specialty or a list of published scientific works and inventions in Ukrainian or English, certified in the prescribed manner at the candidate’s place of work or study, must also be submitted. For admission to a doctoral program, a thematic plan of the dissertation (in Ukrainian or English) must be submitted.

The documents specified in subparagraphs 1–5 of this paragraph must be translated into Ukrainian with a notarized certification of the translation.

1.11. Foreign citizens enrolling in academic mobility programs must submit documents approved by the admission rules of NURE and/or required by the terms of international programs and/or agreements under which academic mobility is implemented.

1.12. Foreign citizens for whom the admissions (selection) committee has determined the need for language (pre-university) preparation prior to the main program of study shall undergo such preparation at the Center for the Organization of Education for Foreign Citizens and Stateless Persons at NURE.

1.13. Enrollment of foreign citizens in the educational programs of the Center for the Organization of Education for Foreign Citizens and Stateless Persons at NURE is subject to their possession of documents certifying completion of general secondary education obtained outside Ukraine, which must be certified in the country of issuance in the manner officially used in that country for such certification, and legalized by the relevant foreign institution in Ukraine, unless otherwise provided by Ukraine’s international treaties.

1.14. The condition for enrolling a foreigner in a program to obtain a specific level of higher education is the successful completion of entrance exams in the language of instruction and mathematics, as core disciplines of a technical university, and based on academic eligibility for continued study, as evidenced by a document certifying the level of education attained in the country of origin, and taking into account the academic grades that entitle the student to continue studies at the next level of higher education in accordance with the legislation of the country that issued the document certifying the level of education attained.

1.15. Educational documents of admitted foreign students issued by educational institutions of other countries undergo a recognition procedure in accordance with ORDER No. 504 of May 5, 2015, “Certain Issues Regarding the Recognition of Foreign Educational Documents in Ukraine” With amendments made in accordance with Order of the Ministry of Education and Science No. 784 dated September 5, 2022}  In the absence of confirmation of the authenticity of the educational document or the level of education obtained, the foreign national shall be expelled from the University within the timeframes established by law.

1.16. Foreign citizens and stateless persons shall be enrolled as students in higher education if they: possess the required set of documents, have passed the entrance examinations administered by the relevant admissions committee, have entered into a contract with the University for their studies, and have paid the tuition fees.
