Specifics of admission to NURE for foreigners and stateless persons

  1. 1. Specifics of admission to NURE for foreigners and stateless persons (in accordance with Section XIV of the Rules for Admission to Kharkiv National University of Radio Electronics in 2025)

1.2. Admission to higher education institutions for foreigners and stateless persons is carried out in accordance with the Laws of Ukraine “On Higher Education,” “On the Legal Status of Foreigners and Stateless Persons,“ ”On Foreign Ukrainians,“ ”On Refugees and Persons in Need of Additional or Temporary Protection,“ ”On the Establishment of Additional Legal and Social Guarantees for Citizens of the Republic of Poland Staying in Ukraine“; Resolution of the Cabinet of Ministers of Ukraine No. 729 of September 12, 2018, ”Issues of Higher Education for Certain Categories of Persons”; the Procedure for the Admission of Foreigners and Stateless Persons to Vocational (Vocational-Technical), Pre-Higher, and Higher Education Institutions of Ukraine and for Their Training (Internships) Using the Unified Interagency Information System of Ukraine for Foreigners and Stateless Persons, who wish to study at vocational (vocational-technical), pre-higher, and higher education institutions of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine No. 758 of June 28, 2024; Order of the Ministry of Education and Science of Ukraine No. 1541 of November 1, 2013, “Some issues of organizing the recruitment and training (internship) of foreigners and stateless persons,“ registered with the Ministry of Justice of Ukraine on November 25, 2013, No. 2004/24536; Order of the Ministry of Education and Science of Ukraine dated December 2, 2019, No. 1498 ”On approval of the Procedure for establishing quotas for higher education for foreigners and stateless persons within the limits of the state order in accordance with international treaties of Ukraine,” registered with the Ministry of Justice of Ukraine on February 10, 2020, under No. 153/34436.

Citizens of the Russian Federation, the Islamic Republic of Iran, the Republic of Belarus, and the Democratic People’s Republic of Korea who do not have a permanent residence permit in Ukraine are admitted to study with the individual permission of the Ministry of Education and Science of Ukraine.

1.3. Foreigners and stateless persons may obtain higher education at the expense of individuals and/or legal entities, unless otherwise provided by international treaties of Ukraine, legislation, or agreements between higher education institutions on international academic mobility.

Admission of foreigners and stateless persons, in particular foreign Ukrainians permanently residing in Ukraine, citizens of the Republic of Poland, persons recognized as refugees, and persons in need of additional protection, to state-funded places is carried out in accordance with paragraph 6 of Section III of the Rules for Admission to NURE in 2025.

Admission of other categories of foreigners to NURE for study under state-funded places is carried out within the quotas for foreigners.

Admission of foreigners for higher education is carried out on accredited educational programs. NURE may also admit foreigners for study under the programs of the Center for the Organization of Education for Foreign Citizens and Stateless Persons in the study of the state language and/or the language of instruction, as well as for postgraduate education, advanced training, and internships.

1.4. Foreigners may be admitted to study in person and/or remotely. Foreigners are enrolled in programs using the Unified Interagency Information System of Ukraine for Foreigners and Stateless Persons.

The validity period of an electronic invitation to study issued by the Unified System is no more than six months from the date of affixing the electronic qualified seal of the Kharkiv National University of Radio Electronics.

An invitation to study issued by the Automated System “Electronic Journal” of a state-owned enterprise authorized by the Ministry of Education and Science of Ukraine remains valid for one year from the date of registration.

Foreigners who have received an electronic invitation to study, received a package of information and consulting support services (if they received an invitation to study through the Automated System “Electronic Journal” of a state-owned enterprise authorized by the Ministry of Education and Science of Ukraine), and have legalized their educational documents in the country of issue may participate in distance learning: legalized them at the Ministry of Foreign Affairs of the country that issued the educational document; legalized them at the consular department of a diplomatic mission of Ukraine abroad (consular legalization or apostille).

In case of remote admission, a foreigner sends legalized and notarized copies of documents on previous education to NURE by mail. Upon first crossing the state border of Ukraine and upon arrival at NURE, the foreigner submits the original documents in person.

1.5. Enrollment of foreign applicants for study at the expense of individuals and/or legal entities may be carried out by NURE:

1) twice a year: by April 30 and by November 1 for bachelor’s, master’s, and doctoral degrees

2) throughout the year for language training at the Center for the Organization of Education for Foreign Citizens and Stateless Persons

NURE calculates the applicant’s scores/grades based on the document confirming the previous level of education and establishes the minimum number of points/grades required for admission in general education subjects, which are included in the entrance exam for foreigners.

Admission of foreigners to study at the appropriate level of higher education is based on a document confirming their previous level of education, the results of the entrance exam for foreigners in specific subjects and the language of instruction, and on the basis of academic rights to continue their education, as evidenced by a document confirming the level of education obtained in their country of origin, and taking into account the grades entitling them to continue their studies at the next level of higher education in accordance with the legislation of the country that issued the document certifying the level of education attained.

All categories of foreign students who enroll in studies are admitted to NURE on the basis of admission orders. Confirmation of enrollment may be provided by a certificate issued by the Unified State Electronic Database on Education (USEDE).

1.6. NURE requirements for foreign applicants who have arrived in Ukraine for the purpose of studying, the Rules for Admission, as well as the deadlines for submitting applications and documents, the entrance exam for foreigners, and enrollment are published on the official website of NURE.

1.7. Foreigners who are granted state scholarships under international agreements, national programs, or other international obligations of Ukraine are admitted to study within the established quotas for foreigners on the basis of referrals from the Ministry of Education and Science of Ukraine.

1.8. Foreigners arriving in Ukraine to participate in academic mobility programs or to obtain higher education under educational programs agreed upon between Ukrainian and foreign higher education institutions are admitted to study in accordance with the contractual obligations of the relevant higher education institutions.

1.9 Foreigners and stateless persons, including Ukrainians living abroad, who permanently reside in Ukraine, persons recognized as refugees, and persons in need of additional protection, shall have the right to obtain higher education on an equal basis with citizens of Ukraine, in particular at the expense of the state or local budget, with the exceptions established by the Constitution of Ukraine, the laws of Ukraine, or international treaties, the binding nature of which has been approved by the Verkhovna Rada of Ukraine.

Foreign Ukrainians whose status is certified by a foreign Ukrainian certificate (except for persons permanently residing in Ukraine) may be enrolled in state-funded programs within the established quotas for foreigners based on an entrance exam for foreigners in subjects specified in the Admission Rules.

1.10. Admission of foreign citizens and stateless persons is subject to the submission of the following documents: for admission, a foreigner shall personally submit an application in paper and/or electronic form to the selection committee.

The foreigner attaches to the application:

1) a document (original and a copy) confirming the previously obtained educational (educational and qualification) level on the basis of which admission is carried out;

2) a supplement (original and a copy) to the document confirming the previously obtained educational (educational and qualification) level on the basis of which admission is carried out (if available);

3) an academic transcript issued by a foreign/Ukrainian educational institution (in case of transfer or resumption of studies starting from the second year, an academic transcript shall be attached);

4) original and copy of the document containing information about the content of the curriculum at the previous level of higher education, credits earned, duration of study, and academic performance in academic disciplines upon admission to a master’s degree or postgraduate education;

5) a copy of the foreigner’s passport or document certifying statelessness;

6) medical insurance policy, unless otherwise provided by international agreements of Ukraine;

7) 4 photographs measuring 30 x 40 mm;

8) a copy of the foreign Ukrainian certificate;

9) upon admission to postgraduate studies, a research proposal in the chosen scientific specialty or a list of published scientific works and inventions in Ukrainian or English, certified in the established manner at the place of work/study of the candidate, shall be additionally submitted. For admission to doctoral studies, a thematic plan of the dissertation (in Ukrainian or English) shall be submitted.

The documents listed in subparagraphs 1–5 of this paragraph must be translated into Ukrainian with notarization.

1.11. Foreigners who apply for academic mobility programs must submit documents approved by the admission rules of NURE and/or required by international programs and/or agreements under which academic mobility is implemented.

1.12. Foreigners who are required by the admissions (selection) committee to undergo language (pre-university) training prior to their main studies shall undergo such training at the Center for the Organization of Education for Foreign Citizens and Stateless Persons of NURE.

1.13. Enrollment of foreigners in the educational programs of the Center for the Organization of Education for Foreign Citizens and Stateless Persons of NURE is carried out provided that they have documents confirming their complete secondary education obtained outside Ukraine, which must be certified in the country of issue in the manner officially used in that country for such certification, and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international treaties of Ukraine.

1.14. The condition for admission of a foreigner to study for a certain level of higher education is the successful completion of entrance examinations (interviews) in the language of instruction and mathematics, as a basic discipline of a technical university and on the basis of academic rights to continue education, provided by a document on the level of education obtained in the country of origin, and taking into account the grades that give the right to continue education at the next level of higher education in accordance with the legislation of the country that issued the document on the level of education obtained.

1.15. Documents on the education of foreigners enrolled in studies, issued by educational institutions of other countries, undergo a recognition procedure in accordance with the current legislation. In the absence of confirmation of the authenticity of the document on education or the level of education obtained, the foreigner is expelled from the university within the time limits established by law.

1.16. Foreigners and stateless persons who have the necessary documents, have passed an interview with the relevant commission, have signed a contract with the university for study, and have paid for their studies are admitted to the student body.
