Recognition of foreign educational documents

If you studied abroad but plan to continue your education or work in your profession in Ukraine, you may need to undergo a procedure for the recognition of your educational documents (nostrification). This procedure involves verifying the authenticity of educational documents issued by educational institutions in foreign countries, as well as organizing an examination to establish the equivalence of qualifications awarded in accordance with educational documents issued by educational institutions in foreign countries.

The procedure is carried out on the basis of the Regulations on the Recognition of Foreign Educational Documents at Kharkiv National University of Radio Electronics (hereinafter referred to as the Regulations), developed on the basis of the Law of Ukraine “On Education,” the Law of Ukraine “On Higher Education,” the Law of Ukraine “On Ratification of the Convention on the Recognition of Qualifications in Higher Education in the European Region,” the Procedures for the Recognition of Higher, Secondary, and Vocational Education Degrees Obtained in Foreign Educational Institutions, approved by Order of the Ministry of Education and Science No. 504 of May 5, 2015, Resolution of the Cabinet of Ministers of Ukraine No. 796 of 27.08.2010 “On Approval of the List of Paid Services that may be Provided by Educational Institutions, other Institutions and Establishments of the Education System that are State and Municipal Property,” as well as documents regulating certain aspects of the University’s educational activities.

The University’s decision confirms the right of the Document holder to continue their studies or employment at the University, for which a certificate of recognition of a foreign education document (hereinafter referred to as the Certificate) is issued.

Recognition is carried out upon the application of the person submitted to the Rector of the University.

The applicant may be the owner of the Documents or another person representing his or her interests in the recognition procedure (hereinafter referred to as the Applicant).

The applicant prepares a set of documents:

1) a copy and translation into Ukrainian of the Document certified in accordance with the procedure established by law (if necessary, the original must be presented);

2) a copy certified in accordance with the procedure established by law and a translation into Ukrainian of the appendix to the Document and/or other documents containing information about the content of the educational program (if necessary, the originals must be presented).

The documents referred to in subparagraphs 1 and 2 of this paragraph must be certified in the country of their origin in the manner officially applied in that country (for countries that are parties to the Convention abolishing the requirement of legalization of foreign official documents (The Hague, 1961), this means affixing an “Apostille” stamp).

3) copies of documents on previous education, if such education is available (if necessary);

4) copies of documents certifying the identity of the Applicant and the owner, if the owner is not the Applicant (if necessary, with translations into Ukrainian);

5) application;

6) application-consent of the Document owner to the processing of their personal data in accordance with the requirements of the Law of Ukraine “On the Protection of Personal Data”

The applicant also has the right to provide other documents confirming the owner’s education and/or qualifications, documents on admission to professional activity, practical experience (if necessary, with translations into Ukrainian).

Documents for nostrification are submitted electronically by sending them to the email address of the authorized person at NURE olena.ivanova@nure.ua

Documents must be signed with the applicant’s QES (Qualified Electronic Signature).

If necessary, the University Commission has the right to verify the conformity of digital images with the originals and/or copies with translations of the documents specified in subparagraphs 1-4 of this paragraph.

The applicant must apply for the recognition procedure before the start of the second semester of the first year of study of the Document holder.

If the documents provided by the Applicant are incomplete and/or incorrectly executed, they may be returned without consideration within 10 working days from the date of registration of the application, which shall be communicated to the Applicant with an indication of the deficiencies that need to be remedied.

If a comparative analysis reveals differences in the academic (educational) programs in Ukraine and in the country of origin of the Document in terms of content and scope, without the elimination of which the recognition of the holder’s qualifications is impossible, the holder may be offered additional training and/or competency testing.

Additional training, competency testing, internships, defending coursework, theses, or projects, interviews, and preparatory courses to compensate for differences in academic (educational) programs for the purpose of recognizing the Document in Ukraine are carried out by the holder of the documents at the University or another higher education institution that trains specialists of the corresponding educational degree under the relevant Programs.

Services for the recognition of educational documents at the University are provided on a paid basis in accordance with the procedure established by law.
