Fulbright Graduate Student Program
Studying at American universities from one to two years to earn a Master’s degree. Students of senior courses, graduates of higher educational institutions can take part in the competition.
Postgraduate education in the United States (graduate studies) is a combination of training with individual research work. The system of this level of education provides a wide range of opportunities: master’s degree; studying in a related specialty; preparation for qualifying exams and admission to the postgraduate study (doctorate program).
Areas of specialization: humanitarian, social, precision, technical and natural sciences
- The Ukrainian Fulbright Office will not deal with such areas as accounting, auditing, logistics, management, marketing, business, business management, clinical medicine.
- Applicants may apply for a Master’s program in the United States in the specialty from which they have already received a diploma in Ukraine or another country, or from an adjoining diploma specialty.
- Contestants may apply to a master’s degree program in a specialty different from that indicated in the diploma if they have a professional experience in this specialty (not less than 1-2 years old) or have basic knowledge and skills in this specialty acquired through passing internships, trainings, certificates and other educational programs.

Please read the Instructions, designed specifically for Ukrainian participants in the international competition. You can work on the questionnaire without consulting the Office, if you read carefully the detailed Instructions. The list of documents and requirements for the application form described in the instructions is exhaustive. Other documents, except those expressly stated in the instructions, are not required. In addition to the online application form, you need to fill out additional forms without which the set of documents is considered incomplete and is not accepted for consideration.
You can use the forms that we placed under the links in the list below. All forms, other than “Consent for the processing of personal data”, can also be seen in the online form.
- Letter of Reference / Recommendation – Three letters of recommendation can be submitted in one of the following ways:
1) Recommenders fill out the appropriate online forms in English, which is more convenient and desirable for the Program. Links to the online form of recommendations and instructions will be emailed to them after you register them online. How to register a guide, you will see by filling out an online profile (see ‘Register Recommenders‘). You do not need to send an original letter by mail.
2) Contestants download forms Letter of Reference and send them to the advisers. Recommendations should be submitted only on letterhead of “Letter of Reference” – in English or in the language of the original with a translation in English, and completed on the computer not by hand. Recommendations should reach the Fulbright Office directly from the recommender, certified by his signature (it is not necessary to certify the signature with a seal). You can submit recommendation letters (in sealed and signed envelopes) together with other documents only if you received them from the recommender in such a way. If you get a recommendation in the open (and the lead author allows you to read the contents of the letter), you do not need to put such a letter in an envelope. Submit only the original recommendation.
3) Part of the recommendations can be submitted online, others may be in paper form.
Scanned copies or recommendations sent by e-mail are not accepted.
- University Transcripts – copies of documents on higher education (diplomas with appendices) and / or copies of documents on degrees and titles (diplomas, certificates, etc.) and / or a copy of a book (all pages) for students 3-6 years of courses that are still did not receive a diploma at the time of the competition, until May 16.
1) At the first stage of the competition, until May 16, copies of documents shall be submitted in Ukrainian or in the original language. Verify copies are not required. Scanned documents must be uploaded to the online application form (see ‘Transcripts and Additional Documents’). If you have several diplomas, we ask you to scan them together with the applications with one file. No photocopies of education documents are required to be sent by post.
2) At the final stage of the competition, finalists determined after the interview will be required to provide:
- Certified copies of all documents on higher education in Ukrainian or in the language of the original (diploma / diplomas with appendices or / and copies of all pages of the record book), including those received after May 16. The documents must be certified only by the institution that issued them (seal of the dean’s office / educational unit / international department / archive). Verify copies by notarized required.
- Certified translations (in the translation agency or in the international relations department) of translations of all documents on higher education in English(diplomas / diplomas with appendices or / and copies of all pages of the record book), including those received after May 16. Verify translations by notarized required.
- Graduates who have received an appendix to a new degree diploma, issued in Ukrainian and English, must submit certified copies of the diploma and appendix. The documents must be certified only by the institution that issued them (seal of the dean’s office / educational unit / international department / archive). Verify copies required by notary.
If you were not able to verify copies of documents at your institution, you will need to confirm the authenticity of the education documents for recognition by the US universities, applying to the Ministry of Education and Science of Ukraine for the placement of the Apostille. If the diplomas / certificates are not received in Ukraine, you must provide official, certified copies of documents by a foreign university.
- Report on Proficiency in English Form – is not a mandatory form; her absence does not affect the results of competitive selection. Competitors may not submit this form in the first stage. The level of English semifinals will be determined by the commission during the interview. The finalists will compile computer tests that will certify the level of English proficiency and compliance with the requirements of American universities. For participants wishing to submit Report on Proficiency in English, other than those indicated in the form of individuals, it can be filled by a qualified English teacher, by choosing the way to determine the level of proficiency in the English language.
- Academic Records Information Form – is not a mandatory form; her absence does not affect the results of competitive selection. Only the finalists, determined after the interview, will have to fill in the form.
- Transcript Release Form (for post-secondary US transcripts only) – Only for contest participants who have been trained in American higher education institutions.
- Portfolio – portfolio is a must for candidates from creative areas (architecture, painting, cinema, music, sculpture, theater, photography). The finalists will prepare a portfolio according to the requirements of American universities. At the first stage of the competition, by May 16, the portfolio can be submitted in any form by one of the following methods:
1) In electronic format, up to 10 works, one file in PDF format (the volume of one file should not exceed 20 MB). Email this to the Inna Barish Program Coordinator: ibarysh@iie.org. In the subject of the message, please indicate your surname, the name of the program “Student Program” and the name of the document, for example: Boiko_Student Program_Portfolio.
2) download the portfolio in the online form (see “Transcripts and Additional Documents”)
- Signature Form – mandatory form. The form submitted on the site and in the online form in PDF format must be printed and completed manually. Confirmation by personal signature of the date of filling, the form must be sent by mail or brought to the Fulbright Office.
- Consent to processing personal data is a mandatory form. A completed and printed form with the date of filling and certified by a personal signature must be submitted in duplicate. The form is in Ukrainian.
