Project objective
EU-GUARD AI aims to promote and disseminate European experience in AI governance and digital resilience through structured integration into technical higher education, nationwide educational activities and dialogue with stakeholders.
The project addresses the need to connect technical training with a sound understanding of European rules, risk management, data protection requirements and the digital resilience of AI systems. Its regulatory focus includes the EU Artificial Intelligence Act, the General Data Protection Regulation (GDPR), the Data Governance Act, the NIS2 Directive and related digital governance instruments.
Specific objectives
- To study the EU Artificial Intelligence Act and related regulatory instruments and prepare an analytical Guide on EU AI Governance and Digital Resilience for academic, public and private stakeholders.
- To develop and deliver three academic courses each year, aligned with EU regulatory and governance frameworks. Selected course modules will be integrated into NURE Master’s curricula.
- To promote knowledge sharing and dialogue among universities, public authorities and business through academic workshops, a roundtable, presentation events and research activities.
Academic courses
- Risk-Based AI Governance in the EU. The course examines the EU’s risk-based approach to AI governance, risk classification, conformity assessment and obligations for providers and users.
- AI, Data Governance and Fundamental Rights in the EU. The course covers the relationship between AI regulation and data protection, data governance, fundamental rights impact assessment, transparency and accountability.
- Cybersecurity and Digital Resilience of AI Systems. The course focuses on security across the design and use of AI systems, resilience to threats, security requirements and incident response.
Learning and expected results
Each course comprises 40 teaching hours and will be delivered online every year, with recorded sessions. Students from NURE and other Ukrainian universities will be able to participate. The target is at least 40 students per course each year: a minimum of 120 students annually and 360 students over the three-year project period. Participants who successfully meet course requirements and pass the final assessment will receive NURE certificates.
Key project outputs include an open analytical Guide, three academic courses and their teaching packages, three workshops for lecturers, a roundtable involving academia, public authorities and business, a scientific article and presentations at scientific conferences. Course materials and the Guide will be publicly available in electronic format.
The project will strengthen regulatory literacy, risk-based thinking and awareness of EU requirements among future AI and cybersecurity professionals, while supporting cooperation among Ukrainian universities.
