Approval of key performance indicators to calculate the level of funding the departments in 2020.
LISTENED to:
1. The Rector of NURE Prof. Semenets V. V. told that from 1 January 2020 Ministry of Education and Science has started of the reform of higher education, which provides for the distribution of budget funds according to the formula in which each higher education institution will receive 80% of their previous year’s budget and the remaining funds will be distributed between universities, depending on the performance scale of the University, the regional ratio of the number of students, funds for research, the University attracted from non-budgetary sources, positions in international rankings and graduates from the year 2021.
The Rector suggested a similar funding system enter for all departments of the University.
2. CIST scientific supervisor Professor V. A. Filatov.
V. A. Filatov noted that from January 1, began working the principle of funding of universities to their performance and offered to analyze the system of key performance indicators financial and non-financial evaluation system, which helps the organization to determine the strategic objectives and output for the calculation of the funding departments by 2020.
Proposed to take into account the contingent of students the quantitative composition of the departments, the funding of the scientific activities, income from contract students and scientometric indicators. For the calculation of contributions of each Department is calculated given the contingent view of participation of the departments in the organization of the educational process, the amount of funds of special Fund departments, the number of publications in scientometric databases and net income results of scientific activities.
RESOLVED:
To offer Academic Council approve the system of key performance indicators (KPIs) for the calculation of the funding departments in 2020.
