21 April 2020 the regular meeting of the Workshop “Sustainable Development Goals. The Task of NURE for their Implementation”. In terms of quarantine meeting was held remotely in a conference call.


Rating of Ukrainian universities according to Scopus indices.

Rector V.V. Semenets told about the presentation of portal Освіта.ua the results of Ukrainian rating of higher education institutions on indicators of Scopus. As of April 2020 included 177 universities. In the rating table of HEI ranked by h-index. the Kharkiv National University of Radio Electronics has 30 points on the index Girsh and occupies the 22nd position, in particular by the total number of publications – the 10th position and on the on the citation – the 17th. The average citation frequency of publications (Citations per Paper), which is a very important indicator for the world rankings of universities increased from 2.11 to 2.38. But behind this figure NURE is only the 78th. Among the Kharkiv universities NURE is on the 4th place after V. N. Karazin Kharkiv National University, NTU “KHPI” and NAU named after M. Zhukovsky .


Rector also emphasized the dynamics of the number of publications in Scopus in 2018, it amounted to 259, in 2019 – 385. Citation index of 2.38 is not acceptable for the future of rating for the sixth year in the global ratings level, the occurrence of which has increased budget funding of the University. Therefore, we should strive not only to increase the number of publications in journals included in scientometric databases, but also to track the index of the citation.

In this regard, Professor Filatov V. A. has proposed to amend the regulations on the stimulation of publication activities, namely, to consider the following indicators when calculating the amount of the award:

a) the number of articles indexed in Scopus and Web of Science Core Collection in 2019;

b) the number of coauthors of each article;

с) the impact factor of the publication according to the (at the time of filing of the application), Web of Science and Scopus CiteScore according;

d) the number of citations of the author of the article: General and to 2019.

Thus, financial incentives scientists of the University will increase the number of scientific publications in journals included in scientometric databases, and to influence the rate of citation. These measures will allow the University to rely on the inclusion in recognized international rankings.

Discussion of the results of the LXIX meeting of the Bologna Follow-Up Group. “The main topic On the agenda of the meeting was the preparation of the main documents for the conference of Ministers of education of the European higher education area, which is to be held in Rome in June this year – a statement, a communique and two annexes to it. They also discussed certain issues of the first Bologna global policy forum, which will be held together with the conference.

The draft global policy statement sets out a vision for the role of higher education in finding answers to major global challenges and ensuring its ability to meet the challenges of the future.

Among the priorities for future action:

– Innovative forms of teaching and learning. Spreading awareness of the importance of the student-centered approach and its components, such as the flexibility of educational programs and educational trajectories in the perspective of lifelong education;

– Development of mobility, including virtual mobility and joint creation of digital educational environments;

– Inclusion as a driver of excellence and discovery of overlooked talents, which should include refugees and others in difficult situations.

Considerable attention should be paid to the harmonization of existing qualifications frameworks and standards and quality improvement and assurance procedures in different regions. This should ensure greater confidence in higher education in a global context, as well as promote mobility and recognition of qualifications.

The overall vision of the EHEA in 2030 suggests that it will:

– Related: a comprehensive framework and transparency tools will facilitate more intensive and fruitful collaboration, student and faculty mobility, joint research and educational resources, and networking of higher education institutions;

– Inclusive: everyone will have fair access to higher education, the opportunity to complete their studies and receive support in finding career prospects;

– Innovation through the introduction of new learning, teaching and evaluation technologies that are closely related to research; open and flexible educational paths; small educational modules (a separate document on micro-loans is provided) and the use of opportunities created by the digital revolution.

Higher education should be a key tool for achieving the UN sustainable development goals.

Institutions of higher education should expand their educational offerings, in particular by introducing small educational modules that citizens need to complete or update their professional, cultural and General competencies.

Higher education institutions should be at the forefront of scientific, humanistic and technological development, using the latest technologies, such as artificial intelligence, to find solutions and contribute to creating a more cohesive and inclusive society based on the principles of democracy and the rule of law.”

Thus, new accents have been set in the development of the European higher education area for the period up to 2030:

– strengthening the capacity of higher education as a key tool for achieving sustainable development goals;

– increasing the inclusiveness of higher education;

– “micro-loans ” and “small” educational modules for lifelong learning and mobility;

– ensuring academic freedom of participants in the educational process and institutional autonomy of higher education institutions;

– using the capabilities of new, in particular, digital technologies.

NURE  joins the initiatives of the Bologna group, and will continue to contribute to the implementation of tasks for achieving the sustainable development goals, in particular in the field of educational activities.

The participants of the seminar proposed to discuss the issue of joining NURE to the Magna Charta Universitatum-the Commonwealth of leading European universities.
