The educational program of European Union, which supports modernization of higher education and creates a space for cooperation in the partner countries through university projects. The program also aimed at voluntary approach of higher education systems in the partner countries to achievements of higher education in the EU Member States and further popularization of the interpersonal collaboration approach (people to people approach).
Tempus program, established in 1990 for the most balanced cooperation and improvement of higher education systems in the EU Member States and partner countries, worked while 27 countries: the Western Balkans, Eastern Europe, Central Asia, North Africa and the Middle East.
Tempus program funds university cooperation in the development and improvement of curricula, university management, interaction between scientists and civil society, education and business partnerships, as well as structural reforms in higher education.
Her first stage began in 1990: Tempus I – 1990-1994; Tempus II – 1994-1998; Tempus II ibis – 1998-2000; Tempus III – 2000-2006. Since 2007 began a new phase of the program – Tempus IV (2007-2013).
The program is based on awareness of the important role of higher education in social, economic and cultural development. They are a source of expertise, human resources and training centers for the new generation of leaders.
