Ministry of Education and Science published the detailed distribution of funds from the state budget between the institutions of higher education. 2020 call are funded by the formula, where the universities with the best performance get more funding compared to last year’s budget, the decision was taken by the Government on 24 December 2019. The calculation of the amount of funding in 2020 was made mon on specific indicators, including: the scale of the University; contingent; regional factor; the position in international rankings; funds for research, the University attracts from business or from international grants. 2021 these figures will add to the employability of graduates, which MES will track via an online system. For a gradual transition in 2020, there were restrictions for the minimum and maximum changes of the budget of every ZIO – 95% and 120% of the 2019 respectively.
Funding under the formula will receive 136 institutions of higher education and 12 branches, which have their own estimates. In 2020, 94 institutions will receive 100-120% of the budget of 2019, and 54 – 95-99% of the budget of 2019.
Thanks to the funding calculation by the formula in 2020 17 universities received increased funding more than 15 million hryvnias. Among them – Kyiv Polytechnic Institute. I. Sikorsky, Lviv Polytechnic, Kharkiv National University of Radio Electronics, Kharkiv Polytechnic Institute, Sumy State University, Uzhgorod National University, etc.
Indicators for which the MES makes the calculation of the distribution of funding, giving universities a clear understanding of what trajectory they need to move to improve their position.
The presence of Ukrainian universities in international rankings is an incentive to work for an international recognition and reputation, increasing the chances to attract foreign students. The Ministry takes into account the position in the QS World University Rankings, The Times Higher Education World University Rankings and Academic Ranking of World Universities. Now five of the WMD, which are included in the rankings, has received additional funding on this indicator.
The amount of money for research, the University attracts business and international grants, shows that the institution is trusted by donors and/or business. The state, using this indicator, it encourages universities to develop science and to diversify its sources of money.
Employment of graduates is an indicator that the MES will apply in the calculation of the financing of WMD in 2021. In 2020 MES will launch an electronic system that will monitor, are graduates of a University in positions that require higher education.This indicator will stimulate universities to improve the quality of education, take into account the needs of the labor market and facilitate the employment of their students.
The next step of the Ministry will be joint with the profile committee of the Verkhovna Rada to develop and amend complex legislation that will give financial autonomy to universities.
