<p>Graduated from the Kharkov Institute of Radio Electronics.</p>
<p>&#8220;Worked in the research laboratory of the Military Engineering Radio Engineering Academy of Air Defense, served in officer positions in the Armed Forces.</p>
<p>Since 1984 &#8211; at the Kharkov National University of Radio Electronics (KNURE).</p>
<p>He defended his Ph.D. thesis in 1990. After early graduation (for 2 years) postgraduate studies, doctoral dissertation &#8211; in 2003.</p>
<p>Professor since 2006.</p>

<h3><strong>Research activities</strong></h3>
<p style="text-align: justify;">Prof. V.N. Kartashov is the head of the world famous scientific school for remote sensing of the atmosphere by acoustic and electromagnetic waves. The main scientific results of V.N. Kartashov. and his students &#8211; the theory of vector sounding radioacoustic signals was created, the theoretical foundations for the optimization and adaptation of signal processing devices for atmospheric sounding systems were developed.</p>
<p style="text-align: justify;">Recently, under the leadership of Kartashov VM the actual direction necessary for increase of defense capability of the country on detection of unmanned aerial vehicles on radar, acoustic and optical signals is developed. A number of state budget and self-supporting works were commissioned by industrial enterprises and the Ministry of Education and Science of Ukraine, to achieve results at the world level.</p>

<p><span style="font-size: 14pt;"><strong>Social activities</strong></span></p>
<p style="text-align: justify;">Participated in the development of higher education standard on specialty <a href="https://mon.gov.ua/storage/app/media/vishcha-osvita/zatverdzeni%20standarty/12/21/171-elektronika-bakalavr-VO-zatv.stand.01.11.pdf"><strong>171 &#8220;Electronics&#8221;</strong></a> for undergraduate (bachelor) level of higher education.</p>

<h3><strong>International activity / participation in international projects</strong></h3>
<p style="text-align: justify;">Develops international cooperation with foreign universities: with the Autonomous University of Baja California (Mexico), with the Institute of Radio Wave Propagation in Qingdao (China). Under the leadership of V.N. Kartashov employees of foreign universities undergo scientific training at KNURE: Head of the Department of Applied Physics of the Autonomous University of the State of Baja California (Mexico), Ph.D. Sergienko A.Yu. (2018) postgraduate student of the Faculty of Engineering, Kahramanmaras University (Turkey) Burak Oztush (2018) and others.</p>
<p style="text-align: justify;">He actively participates in the conduct and organization of a number of international scientific conferences, a member of their program committees. Organizer and head of sections of prestigious scientific conferences: IECON 2019 &#8211; 45th Annual Conference of the IEEE Industrial Electronics Society, Lisbon, Portugal, 2019; 29 IEEE International Symposium on Industrial Electronics 2020, Delft, the Nederland.</p>

<p style="text-align: justify;">Published independently and in the sponsorship of 270 scientific works, the middle 40 patents for wine boats, 10 monographs (of which 6 are English language works in foreign records). &#8211; recognition of random signals for solving applied problems, in particular, in the fields of radar, communications, automated radio control, technical and medical diagnostics.<br />
&#8211; Mathematical modelling and multi-criteria optimisation of information systems, in particular, radio and communication systems.</p>

<h3 style="text-align: justify;"><strong>International activities / participation in international projects</strong></h3>
<p style="text-align: justify;">In 2011, at the invitation of the Vietnamese Academy of Sciences, he delivered a series of lectures to the staff of the Institute of Space Technology in Hanoi, Vietnam. Hanoi, Vietnam.<br />
Since 2016, he has been the coordinator of the international academic mobility programme ‘Erasmus+’ (NURE together with the University of Pardubice (Czech Republic)).</p>

<p>Teaches disciplines: microwave microelectronics, microelectromechanical systems, the basics of scientific research, the organization of science,  the elemental base of electronic means of control and management, the electronics of telecommunication systems, the elemental base of modern microwave microelectronics, thermal imaging devices and systems, measuring sensors and converters.</p>

<h3 style="text-align: justify;"><strong>Researcher activity</strong></h3>
<p>Scientific and technical achievements: instruments and devices based on high-quality cooled and superconducting resonators are developed and introduced into the practice of fundamental and applied scientific research. Designed stands for the study of cooled radiation receivers and devices of cooled optics. Proposed and developed systems for the formation of primary information signals and high-Q resonator measuring transducers for microwave diagnostics of materials and media.</p>
<p>Since 2013 &#8211; member of the specialized scientific council D 64.052.04 KNURE.</p>
<p>Directions of scientific activity: instruments and devices based on high-Q resonators of the microwave range, microwave diagnostics of materials, media and objects, scanning microwave microscopy of conductors, semiconductors and dielectrics, cryogenic radiophysics.</p>

<p style="text-align: justify;">scientific research laboratory of the Ministry of Defense in the Institute of Radiophysics and Electronics of the Academy of Sciences of the Ukrainian SSR, where for a long time engaged in scientific equipment developing and research in the field of radiophysical properties of natural objects and objects of techniques.</p>
<p style="text-align: justify;">From 1986 to 2012 worked as a senior researcher and deputy head of the scientific department at the Radio Astronomy Institute of NASU, where he was engaged in radiophysical studies of terrestrial coverings, the atmosphere of the Earth and the Sun, as well as the development of equipment and methodological support for these studies in the millimeter wave band.</p>
<p style="text-align: justify;">From 1999 to 2013 &#8211; assistant professor  of  Space Radiophysics of Karazin‘s Kharkov National University.</p>
<p style="text-align: justify;">In 2012 he moved to work at KNURE as a leading researcher, where he organized the development and construction of radiometric equipment in the range of 40 GHz, and also continues to teach as a professor at the department. radio technologies of information and communication systems of KNURE.</p>
<p style="text-align: justify;">Since 2016 he has been working as a leading researcher in the National Aerospace University at the Aerospace Radio-Electronic Systems Department, where he participates in the development of hardware-algorithmic support of methods for radiometry of the environment, organized the development and construction of radiometric equipment in the 12GHz and 94GHz bands.</p>

<p style="text-align: justify;">Teaches courses: «Fundamentals of scientific research, organization science and copyright»  and «Fundamentals of scientific research» (lectures, practical classes, consultations).</p>

<p style="text-align: justify;">From 1976 to 1985 in the IRE of the Academy of Sciences of the Ukrainian SSR and from 1986 to 1990 in the Institute of  Radio- Astronomy of the Academy of Sciences of the Ukrainian SSR was engaged in the development of hardware-methodological support and carrying out cycles of ground, sea and flight active-passive experiments to study the contrasting-forming properties of the earth&#8217;s surface and artificial objects in the 94 GHz and 136 GHz band.</p>
<p style="text-align: justify;">From 1991 to 2012 in Institute of  Radio- Astronomy NANU he was engaged in the development of the theory and the carring out of experimental radiometric studies of the atmosphere of the Earth and the Sun, as well as the development of equipment and methodological support for these studies in the millimeter wave band.</p>
<p style="text-align: justify;">From 2012 to the present time he are engaged in KhAI and in KNURE in the development of hardware-algorithmic support for the methods of radiometry of the environment in the range of 12 GHz, 40 GHz and 94 GHz, as well as in the theoretical studies of the influence of microclimatic features of the atmosphere on the performance of promising systems of troposphere and ground-space communications of millimeter range.</p>
