University IT outsourcing in our time is one of the most promising areas of modern IT-industry. This is primarily due to the fact that universities are a place of concentration of the most advanced ideas, respond most flexibly to a changing situation and most effectively implement modern advanced technologies, including in the field of IT-outsourcing.

Center tasks

Operation and development of enterprise information systems is a complex task and requires daily professional control. The center takes on the task of ensuring the effective functioning of the IT infrastructure and software through the training and education of personnel. Helps to make an enterprise information system a reliable and effective tool for achieving business goals.

Unlike large IT-companies, we are ready to carry out not only large, but also medium and small projects in terms of volume and cost.

All projects will be carried out by highly qualified specialists who have experience in developing and participating in real projects involving the best students, graduate students, teachers, and experienced IT professionals of the university.

The guarantor of the quality of our work is, first of all, that we are part of one of the most advanced universities in Ukraine, Kharkiv National University of Radio Electronics. Working on a contractual basis, we assume responsibilities not only in the development, but also in the maintenance and improvement of the software product, regardless of who directly developed it.

Center for the collective use of scientific equipment was created with the purpose of the most rational use of unique scientific equipment of import and domestic production, modernization (updating) and the development of laboratory research facilities and obtaining research results at a modern level by NURE scientists, other scientific institutions (organizations) of Ukraine and the world.

The Center is aimed at promoting the research and scientific and technical developments, the results of which have national and international recognition, the implementation of the most important and relevant directions for science and technology development for the state by providing domestic and foreign scientists, industry representatives and other interested parties and organizations with the access to unique scientific equipment.

The main tasks of the Center:

• providing opportunities for scientists of the University and other institutions of the Ministry of Education, foreign scientists, industry representatives, other interested parties and organizations to conduct research by using the scientific equipment of the Center;
• promoting the scientific and scientific and technical activity of institutions (organizations) of Ukraine aimed at obtaining scientific and technical result which is in accordance with the state’s priorities to ensure the development of the economy, society, strengthening national security, and etc.;
• specialist-experimenters training as well as internships for students, graduate students and young scientists on the basis of the Center.

EXPERIMENTAL RESEARCH FIELDS

Fields of the experimental research are classified into two categories: defense and non-defense. Scientific researches are constantly conducted in each specified category, concrete results are supported by patents and publications in the authoritative scientific journals, research teams have been formed under the scientific supervision of the leading scientists.

The priorities of the defense field:

• Laser and optoelectronic technologies, systems and devices.
• Radio detection and ranging, radio monitoring and satellite navigation.
• Optical and radar systems for monitoring of aerial objects and trajectory measurement systems.
• Detection and identification systems of radioemitting objects.
• Systems with the integrated processing of optical, radar and acoustic signals in the presence of interference.
• Electromagnetic compatibility and protection of electronic equipment from electromagnetic radiation.

The priorities of the non-defense field:

• Industrial systems on the basis of laser and optoelectronic technologies for various purposes.
• Technologies for manufacturing of polymer printing plates and flexographic printing technologies.
• Systems and technologies of “technical vision”.
• Оther interdisciplinary research.

The Center provides service for experimental research from:

• departments and scientific subdivisions of NURE (according to the agreed research plans)
• other higher education institutes and scientific establishments of the Ministry of Education and Science or the National Academy of Sciences of Ukraine;
• foreign scientific establishments, organizations and enterprises (on a commercial basis);
• organizations and enterprises of Ukraine that are not subordinate to the Ministry of Education and Science (on a commercial basis).

Education:

The duration of a Bachelor program is:

• 4 years (8 semesters) from the 1st year of studies on the basis of secondary education;
• 3 years (6 semesters) on the basis of a short cycle of education (under the conditions of diploma nostrification).

A Master program lasts 1,5 years (3 semesters) or 2  years (4 semesters).

– education in another specialty (2 years) – bachelor’s degree in the following specialties:

• Software Engineering (educational program – Software Engineering), full-time and part-time forms of study;
• Computer Science (educational program – Artificial Intelligence Systems), full-time and part-time forms of study;
• Cybersecurity (educational program – Information Security Systems), part-time form of study;

– Distant Master Degree (1,5 or 2 years), specialties:

• Software Engineering (educational-scientific program – Software Engineering);
• Computer Science (educational-scientific program – Artificial Intelligence Systems);
• Cybersecurity (educational-professional program – Information Security Systems, Automation of its processing);
• Electronic Communications and Radio Engineering (educational-scientific program – Telecommunication Systems and Networks) and so on.

–professional development in the main study programmes, particularly:

Developed within the WARN project to counter hybrid threats:

• Course: “Hybrid Threats and Comprehensive Security”, 3 ECTS credits
• Course: “Hybrid Threats and Artificial Intelligence”, 3 ECTS credits
• Course: “Analysis and Countering Hybrid Threats in Business Management”, 3 ECTS credits
• Course: “Methodology of Teaching in the Conditions of Hybrid Threats” (for teachers of HEIs), 3 ECTS credits”

The average annual contingent of the center is 450-550 people. Over 20,000 specialists have undergone training here during its existence.

All types of classes are conducted by highly qualified university instructors, whose professionalism is confirmed by numerous international certificates.

The Center organizes instruction courses. The courses are intended for the professional development of people who has got basic and higher education.

Areas of activity

The main objectives of the Center are:

• Fundamental and applied research in the field of modern information technologies of distributed data and knowledge processing in order to build a unified information space of NURE;
• Participation in the development and implementation of information subsystems of information-analytical system «University» (IAS «University»);
• Coordination of implementation of corporate information systems that compose a unified information space of NURE.

According to the concept of monitoring the quality of training specialists, CIST is the center of the accumulation and processing of university information resources. The Center carries out operative processing of information resources and transfers them to the administration, academic council for analysis. The results of the analysis serve as a basis for support decisions in order to coordinate the activities of all departments.

The main aims of the center are:

• participation in single education space formation;
• implementation of innovative educational computer and telecommunication methodologies;
• design of multimedia technologies for education resources production (distant education courses development and their expertise and certification;
• development of computer knowledge test system OpenTest).

Collaboration
CTDL carries out a distant education project by financial and organizational support of AHMAD TEA London. The main objective of the project is distant education in computer science and English for pupils of public institution «Novovodolaga comprehensive sanatorium boarding school».

The purpose of the CID is:

• Organisation and support of knowledge-intensive ideas and innovations;
• technology transfer;
• Implementation of innovative and experimental work ideas in the educational process;
• Implementation of entrepreneurial initiative at the University;
• support of fundamental and applied research of departments and laboratories;
• Involvement of scientists, teachers, and students in solving scientific problems;
• commercialisation of scientific research.

General, legal, organisational, and other principles of the Center’s functioning are determined by the Regulations on the Centre for Innovation Development of NURE.

The ICC is a structural unit of the University, created to ensure the reliable and efficient operation of NURE’s information systems, provide information-technical and telecommunication resources to support the educational environment and scientific research, and to build and maintain the University’s IT ecosystem. The ICC reports directly to the University Rector and coordinates its activities with the Rector’s IT Advisor.

The primary mission of the ICC is to ensure the stable and effective operation of information systems in support of the educational process, scientific research, and administrative functions of the University community. Educational activities conducted within the ICC utilize state-of-the-art software and technical learning tools.

Key areas of ICC activity include:

• Ensuring the educational process, scientific work, and other statutory activities of the University are supported with modern computing technologies and uninterrupted access to the Internet and local network resources;

• Contributing to the professional development of academic staff, engineering and technical personnel, and University management in the field of modern information technologies and digital literacy, within the competence of ICC personnel;

• Implementing modern IT solutions in the organization of the educational process;

• Administering the University’s corporate email environment and other services within the University’s IT ecosystem;

• Developing and updating usage policies and instructions for information services and access to the University’s local computing network;

• Studying best practices in the development of new information technologies and software-hardware tools to support educational and scientific activities at the University.

The ICC is also responsible for ensuring the uninterrupted operation of designated information-technical and telecommunication systems during special periods, as defined by University leadership.

In its operations, the ICC collaborates with all structural units of the University. It may coordinate the activities of designated personnel responsible for maintaining information, technical, telecommunication, and other digital services across the University — including faculties, departments, the scientific library, accounting office, human resources department, Center for Distance Learning Technologies, Center for Information Systems and Technologies, and others — within its authority and under the directives of the University administration.

Tasks

• in the scientific field, the main tasks of the Center are to carry out research and development work in the areas of activity of the laboratories that are part of the Center;
• assistance in improving the scientific component of the educational process by attracting students and graduate students to the work carried out by the Center and using the results obtained in the educational process;
• participation in the training of highly qualified scientific personnel – doctors and candidates of science;

• conducting scientific research on theoretical and scientific and technical problems in scientific areas of the Research Center IIREST on the basis of budgetary, contractual and grant funding;
• attraction of scientific and pedagogical workers of the departments of KNURE, graduate students and students to participate in scientific research of the Center;
• discussion of completed research projects, formation of scientific and technical reports;
• assistance in the acquisition of knowledge and experience by the applicant for a scientific degree in the development and
• implementation of research methodology and research to obtain scientific results that provide a solution to an important theoretical or applied problem;
• assistance in organizing scientific forums, conferences and seminars;
• creation and registration of objects of intellectual property;
• development of business proposals, establishment of business contacts with potential consumers of scientific and scientific and technical products;
• creation of joint structures with other organizations for the implementation of research results into practical application;

Employees of the social and psychological service are guided by the ethical code of psychologists adhere to teaching ethics, respect the dignity of the individual. They build their activities on the basis of goodwill and trust in close cooperation with all participants of the educational process.

The principle of the service is confidence, the employees keep a professional secret, do not spread the information obtained in the process of a psychological diagnosis and remedial work, if it could harm a person or his environment.

The purpose of the service activities is to create the conditions that promote the implementation of education and educational tasks, self-development and self-education of the students, timely and systematic study of the motives of their behavior and activities, taking into account their age, intellectual, physical, sexual, social and other individual characteristics, the promotion of social and psychological adaptation of the students and KhNURE employees.

To achieve the goals and objectives the socio-psychological service uses such forms of work:

• Organization and holding of lectures and classes to build skills for healthy lifestyle;

Dear friends, war constantly tests our resilience. Regardless of the circumstances we are in, we can experience strong negative feelings: anxiety, a sense of helplessness, depressed mood, confusion, etc. Some of these feelings may be manifestations of psychological trauma that can have an impact on our lives later on. In these difficult circumstances, each of us may face situations in which we need psychological support or the professional help of a psychologist.

The social and psychological service and the Gender Education Center of NURE will hold a series of events prepared by us this year, including webinars, lectures, and group meetings.
