1998 – graduated from NURE with a degree in Computer Design Systems;

1998 – Post-graduate student of the Department of Technical Cybernetics of NURE;

2001 – Senior Researcher, CSRL NURE;

2006 – doctoral candidate of the Department of Artificial Intelligence of NURE;

2009 – Doctor of Technical Sciences, specialty 05.13.23 – systems and means of artificial intelligence;

2009 – Leading Researcher, CSRL NURE;

2010 – Chief Researcher, CSRL NURE.


Researcher activity

S. Popov is developing new evolutionary methods for structural and parametric tuning of artificial neural and neuro-fuzzy networks with specialized architectures within the framework of a scientific direction based on his doctoral dissertation. He was the head and executor of a number of state budget and commercial research projects. Supervises post-graduate students studies.

Research interests:

  • neuro- and neuro-fuzzy networks;
  • machine learning;
  • data mining.

International activity / participation in international projects

2016 – Study visit to the European Commission Joint Research Centre at Ispra, Italy.


Social activities

  1. Chairman of Kharkiv Regional Council of Young Scientists and Specialists.
  2. First Deputy Chairman of the Council of Young Scientists at the Ministry of Education and Science;
  3. Member of the Attestation Board of the Ministry of Education and Science;
  4. Member of the Competition Commission of the Ministry of Education and Science;
  5. Member of the working group for the competitive selection of experts to the sections of the scientific and expert councils of the Ministry of Education and Science.

State Awards

2008 – Winner of the contest “The Best Young Scientist of Kharkiv Region”.

2010 – Prize of the Verkhovna Rada of Ukraine to the most talented young scientists in the field of fundamental and applied research and scientific and technical developments.

2011 – Winner of the Kharkov city competition “Young Man of the Year” in the nomination “Scientific Activity”.

2013 – Appreciation from the Prime Minister of Ukraine.

2015 – Appreciation from the Minister of Education and Science of Ukraine.
