Oleg Dyomin graduated from Kharkov Institute of Radio Electronics in 1971.

In 1994 – elected deputy of the people of Ukraine

From 1994 till 1995 – Vice-chairman of the Verkhovna Rada (Supreme Soviet) of Ukraine

From 1996 till 2000 – Chairman of Kharkov regional state administration

From 2000 till 2005 – First Vice-chairman of the President Administration of Ukraine

From 2006 till 2008 – Ambassador Extraordinary and Plenipotentiary Permanent Representative of Ukraine to the Russian Federation

From 2008 till 2010 – Director of Institute of International Affairs of National Aircraft University of Ukraine

From 2010 till 2013 – Ambassador Extraordinary and Plenipotentiary, Permanent Representative of Ukraine to Kazakhstan
