Education and Career
In 1980 graduated with honors from the Kharkov Institute of Radio Electronics, specializing in “Design and Technology of Computing Equipment” and completed the diploma project “Logic modules and amplifiers of information converters”, having received the qualification of the engineer-designer-technologist of electronic-computer equipment. After graduating, stayed in the research department of the department of technical electronics. Worked as an engineer, junior researcher, senior engineer, senior lecturer, senior researcher.
In 1984, graduated from the postgraduate study, successfully defended his Ph.D. thesis “Methods and algorithms for optimizing the allocation of heat sources in multi-crystalline microassemblies, taking into account the conditions for tracing electrical connections.”
During 1989-1992, studied at the KIRE doctoral program and defended his dissertation for a Doctor of Technical Sciences degree on the topic “Theoretical Foundations of Automated Design of Technical Systems based on Multicrystal Chips”. In 1994 was awarded the title of professor at the department of biomedical electronics.
In the following years worked as an associate professor, professor of the department of biomedical electronics, deputy dean of the faculty of electronic equipment for educational work, vice-rector for educational work (1995-2003), the first vice-rector of KNURE (2003-2012).
Since 2017 – the rector of the Kharkov National University of Radio Electronics.
Teaches courses: “Automation of Digital Devices Designing”, “Designing FPGA in Biomedical Equipment”, “Organization of the Activity of Technical Regulatory Subdivisions and Institutions”, “Designing Measurement Tools”, “Designing Measurement Tools and Information Measurement Systems”, “Automation of Experimental research”, “Methodology of creation of complexes of high quality”.
In 1997, at the Department of Biomedical Electronic Devices and Systems Professor VV Semenetz created a research group on the development of biomedical equipment and multifunctional microprocessor systems. Twenty years ago, he founded a scientific school of microprocessor medical systems, which today, as a member of the professor O.G. Avrunina, assistant professors T.V. NOSOVA, LO Averyanova, T.V. Zhemchuzhkina, senior teacher O.I. Sklyar develops multifunctional microprocessor systems in medicine. Within this direction, under the direction of V.V. Semenets has 3 doctoral dissertations (AM Sinotin, IV Prasol, OG Avrunin), 8 candidate’s theses.
In 2004-2005 under his leadership a set of multifunctional laboratory stands was created, which includes microcontrollers, signal processors, programmable integrated circuits, on the basis of which various autonomous control systems are developed. The complex is used not only in KNURE, but also in many institutions of higher education in Ukraine.
In 2007-2012, under the guidance of V.V. Semenets, a hardware-software complex of high-precision neurosurgical interventions and functional diagnostics of external respiration was created. The complex is used in the neurosurgical and otorhinolaryngology departments of the Kharkiv Regional Clinical Hospital.
In 2010-2012, for the first time not only in Ukraine, but also in the world under the leadership of V.V. Semenets developed and created a unique installation for remote conducting of laboratory works on technical disciplines. Used today in the process of distance learning.

After graduating of Kharkiv Institute of Radio Electronics (KhIRE) in 1985worked as an engineer of the computing center, and later as the trainee-researcher of the Department of Technology of Production of Radio Equipment in KhIRE.
In 1991he completed the postgraduate studies and defended his thesis in the field of fiber-optic transmission systems.
In 2003 he defended his doctoral thesis on “Development of the Theory and Practice of Design of Electrodynamic Devices with Distributed and Quasiexperimental Nonlinear Elements”.
From September 2004 he is the academician of the Academy of Sciences of Applied Radio Electronics.
From 2003 to 2009 – Professor, Department of Technology and Automation of Radio Electronic Means.
According to the decision of the State attestation Commission in 2009, he was awarded the academic title of Professor.
From 2009 M. A. Omarov was the Dean of preparatory faculty for training of foreign citizens, head of the Department of Natural Sciences, and since 2012 worked as the Dean of the Training Faculty for Foreign Citizens, Kharkiv National University of Radio Electronics.

Since 2011, M. A. Omarov is a member of the Advisory Council on the preparing of foreign citizens and citizens of Ukraine for entry into higher education institutions with the State Accreditation Commission of Ukraine, since January 2013 – member of the Specialized Council for doctoral theses (speciality 05.12.02 – telecommunication systems).

Since 2000 – member of the Board of Kharkov regional society of Azerbaijani-Ukrainian friendship “Dostlug”, and in 2001 he was elected the Chairman of this society. Under his leadership, the society “Dostlug” successfully implemented a number of social, cultural, educational and charitable projects.

In 2016 was the delegate of the IV Congress of Azerbaijanis of the World, was elected the member of Coordination Council of Azerbaijanis of the World.
For personal contribution to the socio-economic development of Ukraine by the decision of the Council of experts of international image program “Leaders of XXI century” awarded the diploma and medal “businessman of Ukraine”.
In 2006 became a laureate of the Executive Committee of the Kharkiv City Council in the category “Strengthening if international peace and harmony”.
In 2006 and in 2008 was awarded the Honorary diploma of the State Committee of Ukraine for Nationalities and Religions for strengthening of interethnic peace and accord in Ukraine.

In 2011 he was awarded the Honorary diploma of Kharkiv Regional State Administration and Kharkiv Regional Council for significant contribution to training of highly qualified specialists, fruitful scientific and pedagogical activity and a high level of professional skills.
In 2011 by the order of the President of Azerbaijan he was awarded the state insignia of the Azerbaijan Republic – the medal “Tereggi” for the merits in the field of friendship among peoples and for the developing of Azerbaijani Diaspora.
In 2012 “For the outstanding achievements in science and technology” by the decision of the Presidium of the Academy of Sciences of Applied Radio Electronics was awarded with the medal “20 years of the AS ARE”.
In 2013 he was awarded with the diploma of the Supreme Council of Ukraine “For the significant personal contribution to the development of science and technology, training of highly qualified specialists, long-term conscientious work and high professionalism”.
Awards and Prizes – In 2016 he was awarded the title of Honored Science Worker of the Republic of Azerbaijan.
In 2018 received the Gratitude from the Kharkiv City Mayor for his fruitful community work, active livelihood, support for the Azerbaijani Diaspora in Kharkiv, a significant contribution to the development and strengthening of interethnic friendly relations.
In 2018 received the Honorary Diploma from the Head of the Kharkiv Regional State Administration for his significant personal contribution to the implementation of social and educational projects aimed to the development of cultural ties between Ukraine and Azerbaijan and active public position.

Education and career
E. A. Krasnokutsky graduated the Kharkov Polytechnic Institute in 1979, the specialty “Turbine construction “.
From 1979 to 1984 he worked as an engineer of the Department of turbine construction of the Kharkov Polytechnic Institute.
From 1984 to 1986 – head of the section of the plant “Metalist” in Kharkov.
From 1986 to 1997 – chief engineer, and since 1997, Vice-rector on administrative-economic work of the Kharkiv National University of Radio Electronics.
E. A. Krasnokutsky competently and promptly resolve questions on maintenance of educational process, scientific research and development of material and technical base of the University. Under his leadership and his direct participation the University the educational-scientific publishing-polygraphic centre, scientific library, educational television centre, multimedia lecture halls and classrooms are equipped with the modern technical means and technologies of, instructional and research laboratories, first in Kharkov the computer network of the campus was organised.
E. A. Krasnokutsky ensures the implementation of all planned activities for the prevention and repair of power networks and structures, paid much attention to reducing costs for fuel and energy resources in the framework of the program on energy conservation and solution of problems of social development of the University and such social structures like canteen, dispensary and 7 student hostels.
With his active participation along with the student Senate were built and work: the sports club “Metalist”, student camp and cultural center for foreign students.
