The problems of distance learning of foreign citizens


November 12, 2014. on the basis of Kharkiv National University of Radio Electronics an International Scientific-Practical Seminar “Theory and practice of distance education of foreign citizens: national and international experience” was held, it was supported by the Ministry of Education and Science of Ukraine and Kharkiv Regional State Administration.The seminar was initiated by the Training Faculty for Foreign Citizens (TFFC), Dean of the Faculty Prof. Omarov M. A.

The seminar was attended by the representatives of 17 leading universities of Ukraine (Kyiv, Kharkiv, Khmelnytsky, Ternopil, Lviv, Sumy, Krivoy Rog, Odessa, Ukraine), and also foreign universities from Belarus, Turkey, Azerbaijan, Poland.
The seminar was chaired by the Dean of the Training Faculty for Foreign Citizens Prof. Omarov M. A.

The acting rector of the University Prof. Mastalir V.P. and the Honorary Consul of Ukraine in Izmir Mr. Çetin Guvercin addressed to participants of the Seminar with a salutatory word.

In the result of the fruitful work the set of the objectives has been achieved: exchange of experience and discussion of problems related to the organization of distance learning; analysis of the pedagogical and psychological aspects of the development of distance learning; use of the elements of distance learning in the educational process; the establishment of linkages between the academic and commercial sectors of education.

 At the seminar were listened to and discussed a lot of reports.

In the seminar some presentations were made in on-line mode by:
The Ternopil National Technical University, the Belarusian State University of Informatics and Radioelectronics.

Representatives of the Lviv National University of Ivan Franko and Lodz  University(Poland) took place in the discussion of reports in the on-line mode.
According to the results of the workshop it was decided:
1. To publish a monograph, which will be presented to the partner universities, working in the sphere of distance learning. 
2. To make the seminar a traditional (once in 2 years) on the basis of partnership between universities.

The international composition of the participants, their performances, as well as an active discussion of the reports was a testimony to the relevance of the seminar, confirmation of the benefit, further development and more active introduction of distance learning in the higher education system of Ukraine.
